You can apply through e-Devlet or by submitting a petition to the arbitration committee at the district governor's office where you live. There is no fee to apply. Disputes above the monetary threshold, which is reset every year, are heard by the consumer courts.
A defect can be claimed within two years of delivery. For real estate, this period is five years. For hidden defects, the period runs from the time the defect comes to light.
